
Centel Project
About the project
According to the resolution of RF Ministry of Telecommunication, the company together with JSC CenterTelecom, JSC MGTS and JSC Rostelecom performs the reconstruction of Moscow regional telephone network. For this purpose in 1998 Central Telegraph initiated the implementation of CENTEL project. In the framework of the project the company set up and continues to develop a digital transport Centel network covering more than 100 sites.
The project consists in the connection of 213,500 numbers within 095 area code (Moscow) to the public telephone network; besides that the project aims at the introduction of 498 area code (Moscow region) and 499 area code (Moscow).
In order to connect these numbers to PSTN within 095, 499 and 498 area code the company increases the capacity of public telephone nodes.
Transit switch of the network is located in Moscow; the company also constructs 12 exchange offices in the Moscow region.
At present exchange offices are successfully operating in the towns of Lyubertsi, Mytishchi and Korolev; other offices are under construction in Odintsovo, Khimki, Reutov, Zheleznodorozhny, Balashikha, Dolgoprudny, Lobnya, Krasnogorsk and Vidnoe.
Strategic goals of Centel project:
- Set-up of a digital integrated telecommunication network on the basis of the most advanced technology for the solution of problems with telephone connection and for the provision of a wide range of telephone services to residential and corporate customers in Moscow and in the Moscow region;
- Implementation of main principles of PSTN development in the Moscow region (together with JSC MGTS, JSC CenterTelecom, JSC Rostelecom);
- Implementation of tasks aimed at the reconstruction of the 5th-million zone within 095 area code.
Implementation of the project is performed in several steps with gradual increase of range and growth of numbering capacity.
CENTEL transport network
Centel transport communication network with the length of 1500 kilometers is built with the use of ring topology on the basis of SDH equipment produced by ECI Telecom and fiber-optic cables produced by NK Cables. The fiber-optic network is design in the basis of various interfaces and allows to transfer signals with the speed up to 622 Mbps. Due to this network Central Telegraph is able to provide a full range of modern services.
A powerful transit communication node on the basis of AXE-10 (Ericsson) located in the center of Moscow is the core of Centel network.
Centel network is built in strict correspondence with the strategy of development of "Interconnected Communication Network of Russian Federation" and with the requirements for public networks.
Organization of subscriber access
For the organization of subscriber access in Moscow region towns it is planned to use existing and to build new distributive networks based on copper pairs, fiber-optic cable and wireless solutions.
Following technologies will be used for the organization of the "last mile":
- Technologies of xDSL (ADSL, VDSL, etc.) digital subscriber terminals allowing to transfer data over copper telephone terminals at speed up to 50 Mbps;
- Cable modem technology operating in the infrastructure of cable TV at speed up to 30 Mbps;
- Wireless technologies supporting digital flows up to 2 Mbps;
- Passive Optic networks (PON) technology designed for the work of many users over a small number of optic fibers at speed up to 622 Mbps;
- HomePNA technology allowing to transfer data via cabling infrastructure with poor quality, including transfer via radio transmission network at speed up to 10 Mbps;
- Radio channels organized on the basis of wireless subscriber access in CDMA standards by Airspan are used for quick connection of subscribers at such locations where there is no distribution network or where this network is in poor condition, or its installation is inexpedient from business point of view.
Centel network services for individual customers:
- Connection of direct Moscow numbers;
- Wide range of additional telephone services;
- International and domestic long-distance communication from any local number with possibility for the subscribers to select the way of connection: traditional or by Voice-over-IP with lower tariffs by Centel telephone cards;
- Switched Internet (dial-up), including access with Centel cards;
- "Internet + Telephone" service, including ADSL access;
- Cable TV services;
- Intelligent network services.
Centel network services for individual customers:
- Connection of direct Moscow numbers over subscriber terminals and digital flows with installation of PBX;
- International and domestic long-distance communication (with possibility to select traditional or VoIP connection with lower tariffs);
- Organization and support of business groups and office communication without installation of PBX;
- Access to Internet over leased lines at speed from 64 to2084 Kbps;
- Access to Internet over switched telephone lines (dial-up), including access with Centel cards;
- ISDN (telephone communication, access to Internet, video conference communication, corporate networks);
- Lease of communication channels;
- Installation of corporate communication networks.
